John M. Smart, PhD

 

Dr. John M. (Jack) Smart is Vice Chancellor Emeritus of the California State University System. He currently serves as part-time consultant on the acquisition of new facilities for Cal State Fullerton. Since leaving the CSU system offices in 1991, Dr. Smart has held part-time positions as Associate Director, Pat Brown Institute for Public Affairs at Cal State Los Angeles, assistant to the presidents at Cal State Los Angeles and Cal State Dominguez Hills, and senior consultant to the administrative arm of the California Education Round Table.

From 1970 to 1991, Dr. Smart served in various positions in the Office of the Chancellor of the CSU in academic affairs and executive areas. In his role as Vice Chancellor, he was responsible for the system’s legislative offices in Sacramento and Washington, D.C., inter-institutional relations, acquisition of new campus sites, presidential evaluation, public affairs, development, and institutional research. Other positions he has held in the CSU include Deputy Provost; Assistant Vice Chancellor, Institutional Relations; and Deputy State University Dean.
Dr. Smart joined the LCAD board in 1995 and served as Chair of the Board from 1999 to 2002.

Dr. Smart holds degrees in International Relations (BA, MA) and Political Science (PhD) from the University of Southern California and was a Coro Fellow (San Francisco) and a California State Assembly Fellow. He has authored or co-authored many reports and studies regarding aspects of higher education in California and the State of Washington. He is married with two grown sons. He resides in Huntington Beach, California.

In 1999, he acted as a consultant to the Western Association of Schools and Colleges Senior Commission on aspects of development of new standards. He has consulted for the University of Colorado, Colorado Springs; CSU Stanislaus; CSU Chico; CSU Dominguez Hills, the California Academic Partnership Program; the State of Oregon and the State of Washington. He serves as a volunteer consultant of the Executive Service Corps of Southern California.
